I noticed it’s not a stock CPU cooler; it’s an Artic Liquid Freezer 120. The cooler seems faulty, possibly causing your CPU to overheat. At idle it’s running around 90°C and starts at 74°C for the i5 4460. You’ll need to check the cooler’s fan, vents, or even replace it if needed.
Did you apply the thermal paste evenly across the CPU? The heatsink mount might be misaligned or unstable. Are the pump and fan speeds optimized properly? In theory, you could run the pump at full speed.
You're using a small AI CPU cooler on an old CPU. If your AI cooler matches the age of your CPU, it's probably completely broken. Pay attention to any unusual noises. Remove the AI cooler and gently shake it—if it sounds quiet, it might still work. However, with little liquid left, it’s likely to make a lot of noise.
There are many noises coming from loose components inside, making it quite loud.
