Configure everything to its standard setting, install hwinfo or hwmonitor, execute a stress test and observe if the core clock increases. Avoid doing this unless you prefer the default behavior which runs at version 4.6.

It's easier to verify the actual clock speed by using dedicated tools rather than relying on the BIOS display, which can be outdated or misleading.

I was checking some reference voltages just for verification. Linus recommended keeping it between 1.2 and 1.4 for a 6700k, but it seemed like a default setting. It looked like it was factory-installed, so I connected it to my board, powered it up, and here are the readings I saw without any adjustments.

3.6 serves as the fundamental frequency, while 4.9 is the primary boost frequency. When all eight cores are active, performance reaches 4.6ghz. Please ensure your cooling system is sufficient; 3.6ghz represents the confirmed frequency for the specified TDP cooling setup of 95w.

So you built the PC? That is a pic of the CPU box, that doesn't really answer any of our questions. lol. If the BIOS has turbo turned off for some reason, it will only run at 3.6 max. That... is not normal though. It should boost up to the boost clocks I linked in the wiki page in my last post.
