Hmm... that setup sounds pretty advanced. What’s the point of all those specs? It seems like someone tried to build a high-performance machine, but maybe it’s just for show.

Essential to understand is that you're lowering your CPU's clock speed to 4.4GHz across all cores, even though the original spec is 4.6GHz. The listed base frequency of 3.6GHz appears in BIOS or monitoring tools. Use software such as hwinfo64 to verify the actual performance under load while you're stressing the CPU.

The 9700k with all-core boost reaches 4.6 or 4.7ghz, but using 4.4 lowers the CPU speed. 3.6 is the standard base frequency, which most BIOS settings will display.

I'm not familiar with the 9700k, but 1.200 volts seems quite low. Are you increasing any additional voltage? If not, it might just be rejecting your settings. I haven't seen a mobile module skip overclocking—either it fails and restarts, or it runs (though not reliably).

Alternatively, what others mention... That's a valid observation. They're right. I hadn't considered it before. Are the turbo boost settings disabled? When you realized this direction, what were your thoughts? Was it activated? Did someone customize it for you?
