I have an AMD A10-7870K with a maximum clock speed of 4.5Ghz. Should I raise the Vcore to achieve higher speeds? The BIOS sets the Vcore to 1.5v max, but my system only uses 1.485v. Is setting it to 1.6v safe with the stock heatsink or could it harm the CPU?

Test it and observe. It might not work with the stock heatsink—aim to keep it under about 80°C, though 1.6V is acceptable as long as it's well cooled.
