I own a Pentium E5300 in a Dell OptiPlex 760 PC. I aim to boost its speed to any GHz that functions properly within its cooler, as all the 760 models come with it.

I've observed all the box stores in Dells that I've visited, and they all have BIOS set to prevent overclocking.

I would keep it stock. Unless you can flash a custom bios, I doubt you have any over clock options.
Stock machines often times don't have the VRM, heatsinks, fans, thermals, and Power delivery to overclock much even if the BIOS allowed it.
