You wouldn't be able to do that with that motherboard, but if it were a Z77 board, you might have managed to adjust BLCK for better results.

I doubt it. It seems unlikely that Dell lets you adjust the multiplier in their BIOS, especially if you already have an unlocked processor.

It's likely you won't make much progress if your CPU is locked. A new board for that chip probably isn't worth the effort.

Start from scratch or simply replace the CPU with a K CPU, add cooling for the VRMs, then increase performance using throttle stop. If you're comfortable adjusting voltages, you might try voltmoding, though it's going to be quite challenging.
