Hi,
Right now I'm seeing around 45-65fps in GTA V with this configuration: i5 6600k / GTX 1060 with 6gb RAM. I checked the usage of my parts and noticed that during gameplay, my CPU stays at 85-99% while my GPU only uses about 40% of its capacity. My questions are whether overclocking the CPU would noticeably improve my FPS and if it would reduce CPU usage. I hope you understand what I'm asking. It's not perfect English, sorry.

I would increase the speed, yes it will assist. What extent should I adjust?

Initially, how are you managing to run your i5 CPU at full capacity with that game? (are there many background processes? is the draw distance or performance similar to other cars?)
Yes, it will increase your FPS but won't significantly reduce usage since reaching 99% demands more CPU. It will also raise the temperature. Make sure all temperatures (GPU, CPU,...) stay under 80°C; above that, performance drops.
Also, ensure you're using Performance Mode from the power options on the control panel.
