In reality, Windows 10 has some issues currently, though it's not uncommon for updates to affect performance. If you're struggling with basic functions, it might indicate a deeper problem.
AMD "8-cores" function similarly to 4 cores with 4 hyperthreads, but now only the first four are active. Earlier it handled all eight, now it's limited to four. Performance dropped significantly—only 5-8 frames per second compared to what I got on Windows 7. 140-300 FPS.
Check the number of processor cores listed by Task Manager and the Windows 10 Control Panel. It might show 4 or 8 depending on your system configuration.
Windows interprets the CPU as a four-core, eight-threaded unit because of its architecture. Despite this, it retains eight physical integer cores.
Discovered something intriguing... if you check Task Manager, Resource Monitor, and look at the CPU section, you'll notice Windows 10 uses about half of your CPU cores. It reminds me of what happened in Windows 7 before Microsoft fixed it... Could be the cause here. Just a guess.
