Changed BIOS setting to 78 for high temperatures. CPU remains stuck at 3.9GHz as reported by HWmonitor and Task Manager. Issue persists.

Ryzen says the CPU runs between 0.9 and 1.2 GHz when not in use, but it can go up to 3.9 GHz.
