Hello everyone.
I am writing this post to learn how to manage the CPU load on my PC.
Over the past few weeks, my laptop has become extremely slow. I tried various solutions until yesterday, when I discovered that Handbrake and MKVToolnix were likely causing the issue.
To put it simply: I use Handbrake to compress videos using H265, and all other tasks are becoming very sluggish—even copying and pasting files takes a long time.
I examined the performance section in Task Manager and found this: CPU usage is between 95-99% with a temperature of 60°C, while the GPU is at 40% with a temperature of 35°C.
I started to believe that the heavy CPU load is slowing everything down, but as someone new to PC building, I’m not sure how to adjust the workload so that performance improves without freezing the whole system.
My system has a B450 motherboard with an AMD Ryzen 5-5600 and a 2 Corsair DD4-3200, plus an AMD Radeon RX6600.
It’s not a powerful machine, but I wasn’t expecting such lag for simple tasks like video compression.
I’m using Windows 11 Pro, with the latest updates.

did you turn on AMD VCE in the video tab settings?
adjust the number of cores used in handbrake settings, if not available (i don’t know this app well), manage the app using the windows task manager:

Not very confident about this problem. My PC has been unresponsive for a while, and I've tried many things—reinstalling drivers with DDU, checking temperatures, reinstalling Windows, scanning for viruses and hard drives—but found only two possible causes of freezing: using Handbrake or MKV Toolnix, and copying/pasting files to the same drive (whether SATA or USB). Now I’m unsure what else to check. When I repeat the same steps on a basic old laptop, it still has long encoding issues but doesn’t freeze like this. I’m left wondering if there’s an issue with Handbrake and whether I can adjust its settings.
Verify the condition of your storage devices.
Run HDtune health check, share the results.

I did the update recently, changed my disks, and they're all good 90% on cristal disk. I'll send screenshots tonight.
Possibly faulty SATA data cable for 870 QVO. Swap the cable.
Model name for the third drive is missing.
The 870 QVO has specific requirements regarding the cable. I purchased the cable last month for this drive, which is a Ugreen 30796 SATA 3.0 cable. I wasn't aware that cables could be an issue. The third drive is a WDC WD40EZAZ-4TB.
