He has an older machine that recently got a Windows 10 upgrade. The CPU stays at full speed but starts extremely slowly, and temperatures get high during heavy use. It still works for basic games and emulators, but the boot time is a big issue. The system runs fine with Windows 7, though it was stable back then. DDR2 memory isn't used today, and its performance is painfully slow. At least DDR3 RAM meets current requirements. His upgrade plans depend entirely on how much money he can afford and what he's prepared to spend.

I’m trying my best, but I can’t promise anything. Did your friend look for any startup programs that could be using too many resources? Turning off programs that start automatically might make a difference.

The 2GB memory isn’t sufficient. The main reason is this. He should either look for additional RAM, as 8GB is the lowest acceptable, or replace the whole setup or accept the limitations of his outdated equipment.
