Just cleaned up my old PC and now it’s not booting right. The CPU LED is lit on the motherboard. I’ve already tried reseating the CPU, GPU, RAM, and PSU cables, swapped another CPU on the same board, and removed the CMOS battery for ten minutes. Any further steps to try before giving up?
System details: i7 4790K, ASUS Z97-A, HyperX Fury 16GB, EVGA GTX 1070, Crucial MX500, 1TB SSD, Corsair RM650x, Fractal Design, Define R4.

Could the issue arise simply by cleaning the area? The CPU cooler remains in place.

You cleared the CPU, checked the socket, removed any dust, and the system worked properly. Later, during startup, the PC would power off before reaching the POST screen, restart, and then shut down repeatedly.
