The 4.9 boost is just one part. It won’t work this way in real life without an overclock too. If it’s actually increasing and holding at 4.6ghz, it’s functioning properly.
It's clearly throttling. The target is about 3700, but the 8700k is only a bit above 4000.

The i7-9700K is designed to reach a turbo boost of up to 4.9 GHz under ideal conditions—such as when temperature and power aren't limiting factors, or if the motherboard supports it. These figures represent maximum performance for different core configurations. At one core running, you get around 4.9 GHz; with two cores active, it drops slightly to about 4.8 GHz, and so on. When more than four cores are active, the boost falls to roughly 4.6 GHz. You can also adjust Task Manager to display activity per thread if you wish to monitor per-core performance. For detailed stats, tools like HWMonitor or HWinfo (AIDA64) are useful.
