The high clock speed could be due to settings in the BIOS or possibly influenced by the liquid cooler's performance characteristics.
Most mobos are designed to automatically overclock to their maximum capacity, with superior coolers enabling greater performance. Certain models even allow separate configurations for standard coolers, high air cooling, or liquid cooling options.
I wouldn't go for a 240mm on a 14700k 360mm min or a large air cooler unless you're experimenting with overvolting.
