The top CPU choice for an LGA 2011-3 socket depends on your needs, but generally high-performance options like Intel Core i5 or i7, or AMD Ryzen 5/7, are well-suited.

Need something practical? For those that actually make sense, go for the 1660v3 aimed at single-thread tasks (can be boosted above 4ghz). The 2670 v3, 2683, 2686, and 2699 v3 models work well for multithread jobs (may get turbo unlocked). For top performance, the 1691 v3 (14 cores overclockable) and 2699 v4 (22 cores) are ideal—but the first is hard to find and the second is extremely expensive, making used AMD EPYC a better choice.

Considering an E5 1680 V4, this model offers solid performance for gaming thanks to its balanced architecture and decent core speed.

What motherboard are you using? Do you already own any components? Are you still working on this project, or have you already purchased everything?

The changes between versions 3 and 4 likely involve updates to features, performance, or user interface. Check the documentation for specific details.

E5 1660 v3 offers strong overclocking capabilities making it ideal for gaming. However, it's worth considering purchasing a used Ryzen instead. A used Ryzen 3600(x) typically costs between $50-60, while a used B3/450 model is around $50 today. Unless local market conditions are unfavorable, older models like the Ryzen 3100 or 3300x can still outperform them even when overclocked.
