What tool are you employing to see these figures? If it's the task manager, they won't work.
These are suitable for video card stats:
Afterburner
GPU-Z
Ideal for detailed deep system info:
HWiNFO
This offers simpler, more direct system data, though sensor readings may occasionally be inaccurate:
HWMonitor

Turn off all extra features while playing to check if it changes the result.

Maybe because the software you're using doesn't heavily utilize the GPU? Try converting videos with Handbrake without enabling GPU support—it should force your CPU to work above 90% capacity. Perform a Furmark stress test and it will put significant strain on your GPU. On certain video encoding tasks, my CPU uses 170 to 190W while my RTX 4070 draws up to 200W, but this varies based on the algorithm in use. Not every application demands high CPU or GPU usage simultaneously.

I thought that's the reason for it.

CORSAIR TM30 Performance Thermal Paste, CT-9010001-WW.
Comparing with Brand: SYY
Rating: 4.6 out of 5 stars
Reviews: 14,182
Thermal Paste, SYY 4G with Toolkit CPU Paste Thermal Compound Paste Heatsink for IC/Processor/CPU/All Coolers, Carbon Based High Performance, Thermal Interface Material
Is the variation noticeable? My double heatsink arrived recently and I’m waiting a bit for the paste. I’ll be using the SYY brand and the Corsair model soon.
Please confirm before I install it, thank you!

I wouldn't anticipate a significant variation. Just stick with what comes with the cooler.

Which paste was included with the heatsink? TF7/8/9 are all adequate enough. The only paste I'd think worth purchasing instead of those are durable options like Arctic MX-6 or Thermal Grizzly Duronaut. For the best cooling performance, a phase change pad is recommended. All these pads are based on Honeywell PTM7950, so you can search for them as some retailers do, or Thermalright Heilos pads serve the same purpose.
