I have an issue that's leading to significant temperature spikes on my PC while gaming or when idle. My CPU temps aren't dropping, which is causing concern. I'm considering a replacement CPU and motherboard, but I want to act now. The power settings in Windows are set to balanced for the SPECS CPU - i9 13900K. I'm using an MSI MGPZ 7500 Z690 PSU, a Lian Li Galahad Cool 2022 360mm GPU, and a 3080 graphics card.

The BIOS version is currently aligned with the 13th generation, updated just a short time ago. Opening "msconfig" in the Start menu will provide the details promptly.

I'm using the newest update, and any change that boosts performance is really important.

Welcome to Intel Speed Shift Technology. Even a small workload can push the CPU to full capacity. This shouldn’t be an issue if your BIOS supports low-power core C states. Many users turn these off, which leads to excess heat during light use. Verify your BIOS settings and run HWiNFO to check for any core C state activity. When a machine sits idle on the desk, unused cores often stay active over 99% of the time in C7 mode. In this mode, cores are disconnected from power rails and the internal clock, keeping them idle and saving energy. Most monitoring tools only show peak performance and miss idle states in low-power modes. A fresh CPU or motherboard won’t make a difference. The 13900K handles heat efficiently. Think about applying a negative offset voltage of at least -50 mV in the BIOS to lower voltage and reduce heat output.
