I recently assembled my new computer and have observed unusual noises from the CPU fan. Checking HWMonitor shows that the fan sometimes drops to 250 RPM and quickly returns to its usual speed. There seems to be no configuration I've set for this behavior. The CPU temperatures during idle are around 25°C, and my cooler is an NZXT Kraken X61. I made sure everything was installed correctly—any advice?

I recommend reviewing the fan speed configurations. Occasionally, fans perform poorly when the minimum percentage speed is too low. Try adjusting to a higher setting or a steady one to help identify if the issue lies with the fan itself.
