CPU fan operating between 1800 and 2000 RPM during idle state
I recently replaced my CPU, MoBo and RAM from i3 9100f to a Ryzen 5 5600X myself. After a few failed boot attempts, it finally started up. I installed Windows and everything seemed fine until I checked hwinfo64. The fan was spinning at 2000 RPM without doing anything, and the temperature was around 70°C. I adjusted the fan speed slightly, which lowered the idle temperature to about 50°C, but the fan continued running at 2000 RPM. It wasn’t making any noise, just unsure if my setup was correct.
What cooler are you employing? It's tough to determine the RPM without that detail. Which CPU fan connector are you using? A four-pin PWM header marked CPU fan or another type? At 50°C for idle, it's still high, but these processors can behave differently than they seem during boost phases.
Currently, it's possible to go as low as 40mm with a three-pin connector, and the user mentioned it doesn't sound too loud.
Did you configure PWM or DC for the fan? Were any fan curves applied?

Cooler is included with a stock unit and comes out of the box ready to use, pre-applied thermal paste already applied. I made sure there was no residue on the paste before handling it. The assembly is even, with all screws securely fastened and tightened uniformly.
