Your PC is brand new, and according to the BIOS settings, the CPU is set to EZ OC OFF. Since your CPU model is i7 8700K, you should turn it on as per the default configuration unless you have specific reasons to disable it.

Skip it for now. Check your results. Later, if you wish to add more power, you can attempt the EZ OC or do it manually.
Don't alter anything that's still working.

If you prefer not to increase performance beyond normal limits, no.
However, if you wish to push performance further, this tool is beneficial.
It can be activated again later if desired.

Turning Ez overclock on might improve performance by increasing clock speeds, but it can also harm performance by restricting CPU turbo clocks in games. Ez overclock may cause instability. It's better to leave it off or adjust it manually if you wish.

It will raise heat and noise, which isn't ideal in your situation. If you require more power, consider trying it?

FL studio functions properly without ez overclock enabled. It doesn't require activation since it won't help and might cause problems.
