Had a pretty bad day that only got worse, discovered water damage somewhere else in my apartment. Spent the day fixing it and then tried to restart my PC, but it keeps failing to finish POSTing. The CPU lights up amber, then DRAM amber, and then flashes again for the CPU before shutting down and trying to restart again. I haven’t experienced any performance problems before, and I’ve run many stress tests on the CPU with good results.

Mobo: GIGABYTE Z790 AORUS Elite AX
CPU: Intel i5-13600K
CPU Cooler: ARCTIC Liquid Freezer II 240
GPU: 4070 ti ZOTAC
Ram: CORSAIR VENGEANCE DDR5 RAM 32GB (2x16GB) 5600MHz
Power supply: Corsair RMX 1000 watt gold
Also, I think the air compressor is missing and there are three cats that really love my desk.
Let me know if anyone has any suggestions.

since it is receiving power and trying to boot i wouldn't count on it,
but the issue could be damage to the apartment's electrical network after the water exposure.
i would first try a couple different outlets in the apartment,
a different location other than the apartment,
and even a different power cable.
if the same result,
then move on to separate component testing.
