Hello,
I'm looking for the top CPU cooler suitable for my case with X99 Chipset, I7 5930K, and 980TI SLI. It can be either a water or air cooler, it doesn't matter to me. Is NH D15 the best option?
Thank you.

NH-D15, Phanteks TC14, Thermalright Silver Arrow, be quiet! Dark Rock Pro 3 or my top pick Cryorig R1 Ultimate. All of them perform similarly, though some are a bit quieter, cooler less, smaller ones a bit less effective, etc. For CLCs or AIOs I don't use them. It's a waste of money. The extra noise and higher cost aren't worth the 3 degrees in my view.

NH-D15, Phanteks TC14, Thermalright Silver Arrow, be quiet! Dark Rock Pro 3 or my top pick Cryorig R1 Ultimate. They’re all fairly similar, though some are a bit quieter but less efficient, others slightly smaller with reduced cooling, and so on.
For CLCs or AIO units I don’t use them. It’s a waste of money. The extra noise and higher cost don’t justify the marginal temperature gain in my view.
