I decided to replace my CPU by swapping it onto a new motherboard. After tightening all the fan screws, it refused to come off, and I discovered it was lodged inside the board.
That sounds like a risky approach. Instead of using thermal paste, try reassembling the parts, heating them up, and gently twisting them to release any trapped material.
Did you apply thermal tape on that component? Warm the heatsink using a hair dryer, allowing heat from the opposite side via the fan, and gently move it to test detachment. Avoid applying force. If you suspect thermal adhesive, consider alternative methods such as using a thin saw blade.
