Someone explained that the speed is limited to 2.20 GHz due to hardware constraints or regulatory requirements.
At 10% I'll take it as idle. That's completely fine, the CPU doesn't need to increase speed at idle. It also conserves energy in this way.
Since the workload isn't high, the processor slows down when not needed. This helps conserve energy and keeps temperatures lower. Running constantly at maximum use would be wasteful, especially when nothing is consuming power.

I believed that and launched Destiny 2 for about ten minutes; it remained at 2.2. After restarting my PC and verifying, it moved to 4.28 and then back to 2.2 after five minutes of activity, which suggests everything is functioning properly.
you have just one monitor and the game runs full screen. when you press alt+tab to view task manager, it quickly adjusts the system clock to match the idle frame rate because the game is treated as a background process (which can lower fps and even pause the game). i think using cpu-z or hwinfo64 would be better for monitoring this situation.
