Ryzen is clearly the best choice. With your budget, I’d likely pick the Ryzen 5 3600X and possibly add a GTX 1660 Super. That setup should give you a solid performance. Anything below that might lead to performance limitations.

I’d choose the 1660 for its solid price and good features. A rx 590 works too, but it’s not as strong.
