I discovered it was just the thermal paste issue. The pressure was minimal, so I applied fresh paste and everything worked well. Sorry for being so careless and wasting your time. In the bios, the temperature is now around 48°C and below 100% at 88°C, which seems fine. I also realized the temperature reading from the armoury crate isn't reliable. I plan to use AMD Ryzen Master moving forward. The only problem I'm seeing right now is that it increases temperature during startup, reaching about 70°C.
