The setup doesn't function this way; the motherboard provides power limited by the CPU's demand. It doesn't force additional energy onto the CPU. Issues may stem from improper thermal paste use, incorrect cooler installation, or insufficient mounting pressure.

Check the motherboard's manual for CPU management settings. Unless you own the specific board, adjustments are likely less extreme. If it’s set too aggressively, there should be a way to revert it. The "restore defaults" feature is probably what you’re looking for.

It's not an overheating issue. When it reaches 100°C, the system will slow down. For cooler temperatures, consider upgrading your CPU cooler.
