I wasn't familiar with the EDC bug, but I experimented with various settings and an EDC of 25, which seems to resolve the problem. It starts higher at around 4.33 or 4.45 GHz and lingers a bit longer than before, though it quickly reverts to 3.78GHz. I'm quite concerned about the Windows unplugging sound that plays each time before the drop happens.
I begin the troubleshooting immediately here. Look at Device Manager and Event Viewer. How did the SMBus driver come in? Was W10 included? You have two more options: the motherboard disk and the website. Also, I need to know what monitoring tools you’re using. My question comes from the fact that the 3.8GHz is apparently being triggered somehow. Is 3.5GHz the maximum P-state? You can check this by opening Cpu-z, selecting the "about" tab, then clicking "save report txt" and opening it. Scroll down until you find the p-states. If 3.8GHz appears, it might not be boosting properly for some reason. There’s little else to reference except the note about the sound I hear before each drop. If you have Ryzen Master installed, set it to defaults. Then perform a BIOS reset: remove the battery, jump the CMOS pins, and make sure the power supply is off. Jump it for 10 minutes without the battery. A full reset would require turning it on overnight. Also, ensure Ryzen Master isn’t in your startup list. Good luck.
It turns out your idea about activation was correct. I followed the suggestions from SchrimpBrime, but nothing changed. I then replaced the operating system drive with an old Windows 10 laptop drive I had, and everything functioned perfectly. After reinstalling Windows carefully, it worked as expected.
