Hey everyone! I'm experiencing some unusual behavior with my 3950x. The base speed is supposed to reach 3.50GHz and should boost up to 4.7GHz in single-threaded tasks, but it jumps to 4.2GHz at startup, then drops to 3.78GHz and stays there. I've run various benchmarks and stress tests without success. BIOS settings look fine, and even after overclocking the base speed to 3.90GHz, the issue persists. I've also tested different RAM speeds and updated BIOS versions from 1.12 to 1.17, but nothing changed. My specs are listed above. Please help me figure this out!
What's your cooling setup? What are the thermal readings? Have you experimented with manually adjusting the overclock to around 4.3 GHz with a voltage of 1.3V?

I recently attempted the overclock as Shimejii suggested using 1.350V, achieving 4.3GHz for roughly ten seconds after startup before dropping back to about 3.78GHz. In Ryzen Master I also verified the EDC TDC and SOC voltages, but they never reached 50% during an Intel Burn Test, which suggests that might not be the issue either. I observed that my motherboard automatically set the standard Vcore to 1.462V alongside the 3.50GHz base speed.
All CPU power connectors are correctly seated on the board? Otherwise the board might be faulty.

I had no idea what to do and thought the motherboard was broken. Amazon sent a replacement, and after replacing all parts, it still works just like before.
Have you come across the EDC bug? The approach involves fixing PPT TDC to any desired setting, typically 500 and 500. These values rarely get reached in real-world conditions. Then you adjust EDC to a lower level. Some users set it to 0, 1, 2 or up to about 16 or 20. I prefer 2. Pair this with a 10X scalar and 200MHz boost (though you won't hit 200MHz). Add the Ryzen High Performance Plan (found via the latest chipset drivers). You'll also need to apply a negative offset to your CPU core voltage—this isn’t clear what your BIOS refers to. I usually use around -0.062V to avoid clock stretching. Clock stretching means the CPU keeps running but at reduced performance when voltage is too low, without causing a full crash. It doesn’t reduce speeds noticeably under load. On all-core tasks—without PBO—your CPU stays near base frequencies. With PBO it’s slightly higher. The EDC bug brings performance closer to what you’d anticipate (roughly midway between base and boost).
