It's typical for both CPU and GPU to run below full capacity during light gaming sessions. On your I5 9600K, performance should be more consistent than on newer hardware, especially with lower settings.

Your current frame rate is quite high. If it's limited by VSync or something similar, that might be the cause.

Your configuration at a lower level is probably causing the GPU and CPU to use minimal resources.

The limitation comes from the game engine or another program, and once you adjust the settings too much, performance will decline.

Try it yourself directly. Typically begin with the highest settings and check the FPS, rather than starting from the very lowest with weak hardware.

Sure, I can try it out. However, from a theory standpoint, it might actually reduce my FPS more when switching from low to medium settings since the game engine could become more strained.
