Running my MSI H510i with a 1060 as a streaming PC setup worked just fine. I decided to replace the GPU with the 3080 I had for NVENC encoding.
Updated the board and all components to a full tower case that could fit the larger 3080.
Powered it up – lights came on, fans spun, GPU lit up but no display appeared.
Turned it off, changed cables to another monitor – now the CPU light was on, still nothing on screen.
Tried several things: swapping GPUs (both had lights on), PSU swaps, different monitors and cables, removed RAM sticks – nothing changed.

EPS/12V ATX: the 8-pin CPU power connector and the 24-pin main power connector on the motherboard are present. Reset BIOS using a jumper (disconnect power from the wall and connect the CMOS reset pins for a few seconds; refer to the manual for details).
UPDATE:
No luck on almost all troubleshooting steps above. Here's what I did:
Removed MB from case entirely, with only ATX and motherboard power cables in. Still CPU light on.
Reseated CPU, still light on.
Removed CMOS battery, waited 15 minutes, replugged. Still light on.
Reset BIOS by jumping JBAT - still light on.
Not sure where else to go from here.
