I have been experiencing a problem which seems weird and unusual. I have been playing games like CS:GO and Overwatch which are CPU-dependent, and my CPU is a FX4300 and GPU is GTX1050. When I ran Rivatuner, my CPU stays at 50% and in some situations when my FPS shoots straight up to 100 it goes up to 90%, which I want. That is in CS:GO which runs 50-60fps. This is the same in Overwatch but when my CPU is at 50% and GPU at 40% Overwatch has large FPS drops from 70fps to 40fps, and it’s unplayable. It never happened before and wouldn't it bottleneck if my CPU was at 100%?

I play most games on medium at 720p (my TV's resolution).

Playing on that low of a resolution will put the workload on the CPU, not the GPU. Try raising the settings. You’ll want to consider saving for new parts soon. The FX 4300 is very low end hardware.

yes but it is clearly not a bottleneck and I used to never have problems. My cpu would be at 100% while my gpu at 60% which I want. And like I said again, it didn't happen before
