The risk is always present. It varies based on the types of brands or routers involved. Also, clarify what you mean by "being a spy." Your internet service provider can monitor your activity regardless.

I worry more about the trustworthiness and performance of an unnamed provider than about sharing details with another person. It can't bypass your ISP, so using a VPN is a safer option if you're concerned.

Many inexpensive Chinese brands may secretly monitor users and often hide malicious backdoors, allowing unauthorized access to your network. To stay safe, it’s usually better to purchase from reputable sources or update your device firmware to OpenWRT or DD-WRT.

You're implying it's acceptable for your ISP to collect some information about you, even if it means sending more data to China or other questionable parties. A router, however, has broader capabilities than just handling traffic through an ISP network—it can access everything on the local network. The ISP doesn't have that level of control.

We can only reduce the risk by getting a "d-link" router from Chinazie. The packaging is quite different from international options, and it costs about $30 less.

What I’m stating is that you’ll always be monitored, especially if you’re unsure about the brand or using something unrecognized. Your ISP is the most probable tracker, and any site you visit will follow. Holding out for a PIA sponsor next.
