System details would be helpful, along with an idea of when this machine last functioned. I think the hard drive failed around the time it was stored, since a PC from about 2007 would be that age.

the hard drive comes from a different machine i use it with has 8 or 12 gigabytes ram an amd athlon ii x4 630 it doesn’t have a gpu and runs on a 200 watt power supply i think. the system is an hp pavilion p6654y

Well, the difference between Win Vista and Win10 isn't significant. It won't handle hardware modifications well. You might attempt a repair install using the installer media, but that's likely your last option.
