At face value, the parts will go with each other though IMHO, you should look at a higher wattage, higher quality PSU since the RTX 3000 series were notorious for having high transient load spikes. The 3070 is an unusual option here. $600 is a poor deal. I don't like the 5070's value, but you can get them for $550 and it clearly offers a big improvement over the 3070. If you're okay with performance similar to the 3070, a 9060 XT 16 GB is readily available for under $400.
850w is acceptable, but you could go even more powerful.
The power supply will only consume the amount it needs, no matter its maximum capacity.
However, I would opt for a higher-quality PSU. Try to find one with a 7-year warranty or longer.
Regarding the processor, you get what you pay for.
Everyone has a budget.
