We've improved the multi-threaded performance of the 3700x. Your question about the competition remains valid.

They'll achieve higher FPS in AAA titles with identical graphics cards and motherboards.

It depends on the precision of the clock speeds. If the 3600Mhz kit isn't too slack, it should perform better in games, while the 3700X shines more in multithreading with about a 33% edge. The gaming edge for the 3600XT is probably under 5%. This assumes all cores are used effectively.

Then go for the 3700x. There wont be much of difference in fps, but there will be an improvement in multi-thread performance. Im assuming you are doing this competition now and are not able to wait a few months for new gpus and cpus (which have 20-50% performance bumps)?

Choosing the 3600 xt with a DDR3600 will boost performance, but it comes down to how important those extra cores are to you and what your GPU is.

It's a bit unclear, but it seems you're asking about the timing differences between two systems. Could you clarify which kits you're comparing?
