Verify all basic settings are correct. Ensure drivers are installed, preferably from NVIDIA's site. Confirm the game isn't attempting to use integrated graphics instead of the real GPU.

I verified every BIOS configuration. The RTX 2080 Super is selected as the primary graphics card. It's surprising I'm not achieving over 25 FPS even with low settings! I'm beginning to doubt the quality of the motherboard.
