It's a bit unusual then. From what I understand, 1.1v works well at 4.0Ghz with the 5820k. Do you have the VCore to Auto in the BIOS/UEFI settings? You might want to experiment slightly adjusting it, increasing it a little at a time while maintaining 4.0Ghz. The other possibility is the temp reader isn't accurate or something similar. If you can access the HSF, feel the heatpipes and check if they're hot, warm, or burning.
But if I choose factory overclock settings for a 4.0ghz boost, the voltage is 1.250v, meaning I should aim slightly above 1.110v. Perhaps around 1.150v would be better.
