I have a 2133mhz CL14 HyperX Fury with 8GBx2 RAM, and I'm evaluating the value of upgrading. My CPU is a 3700X and the motherboard is a X570 AORUS PRO (rev. 1.0) which supports memory speeds up to 4400MHz.

Wow, 2133 on a 3700x would be a great value. It’s not a big jump from the 3000 model. Both options are around $3200 at 3200MHz and $3000 at 3000MHz. Some stores might charge up to $77.

Verify the motherboard is set to 2133 MHz initially. Some systems stick to that frequency until you adjust the XMP profile in BIOS. Use HWINFO, CPU-Z, or Aida64 to check the memory profiles—please share a screenshot of CPU-Z’s SPD section for clearer guidance. If your RAM runs at 2133 MHz at 1.2V, it’s likely you can boost it to 2400, 2666 MHz with a small voltage increase up to around 1.25V–1.35V, which is safe.

It's 2133MHz, the components are clearly not working. I've already attempted overclocking at 1.4v and 1.45v without success.

You can't afford to spend $60 solely on raw performance without also investing in overclocking. These options would complement it nicely.
