Hey, I just moved from the 6700XT to the Game Rock 3080 non-OC version. I feel my GPU isn’t performing as it should. My PC specs are 5600X, 32GB RAM, CL16, 3200 MHz RTX 3080 (ReBar on), 850W Revolution D.F (old revision). GPU works on two rails. I have a WD Green 1TB SSD for games and a WD Blue 500GB M.2 SSD for system. My friend has an identical build but uses a Gigabyte Vision 3070 and a 1440p monitor. He gets the same FPS at 1440p as I do at 1080p 240Hz with the same settings. His 3D Mark time is also good. I’ve attached his score for reference.

These results look typical, it seems you're not using an OC 3080 (usually clocked below 2000MHz). I'm matching my score with yours. Your 5600X performs half of mine at 5900X, which makes sense given the difference in cores. The only reason your friends might look similar at 1440p is a CPU bottleneck—even a 4090 won't improve things.

in new COD MW 2 Multiplayer or Warzone 2.0 it improves to 2010-2015, i notice the boost happens mainly in GPU-intensive titles, other games keep at 1870 temps below 70

The 3080 offers better performance, reducing the bottleneck. A 5800X3D would make a significant difference, and a 1440p display would be even better. Using both together would be the optimal setup.
