I've also observed these stutters or interruptions even without playing games. For instance, while browsing Steam's store page or game news feeds on YouTube, or when scrolling Spotify's front page, the video progress bar appears. When I move my mouse, the progress bar shows up. If I scroll through the pages, it first causes multiple hiccups, but not after a single pass. It seems to happen most often during sudden events.
