I've already tested two other configurations of RAM and completed the Windows memory diagnostic without any issues. The sticks are located in slots 2 and 4, and I've also attempted them in slots 1 and 3, though only one stick was found in different slots. I've used XMP both enabled and disabled, at frequencies of 2666mhz and 3600mhz.
I identified a partial cause for my issue with the ASUS LightingService task. After completing that task and removing the folder, most of the stutter disappeared. This explained why updating the BIOS triggered the stutters again and why reinstalling Windows helped reduce them. The stutters are still present but much less frequent now.
Consider removing the GeForce Experience. It was consuming about 33 percent of my CPU during times and caused severe stuttering in CPU-intensive games such as Snowrunner. Snowrunner is now working well. It was extremely difficult to play before.
