Could the i5 9600K create a bottleneck with the RTX 2080 Ti?

They appear very close together. Could the CPU become a bottleneck? The main concern is my motherboard only supports 9th generation, so upgrading the CPU would require a new motherboard as well

In today's demanding CPU-intensive games, yes. A 9700k or 9900k would definitely be preferable. I owned a 9900k paired with an RTX 2080 Super, which provided a solid performance.
Consider the benefits of an upgrade versus purchasing a new motherboard and higher-end CPU.
I wouldn't recommend upgrading to any 9th generation CPU since they're quite outdated now. For budget players, a 9700k or 9900k would suffice. If you can afford it, I'd suggest upgrading— the 2080ti remains a solid choice and will perform well with a faster processor.
