It relies on the substances in the liquid and how long it remains without a heat source. I wouldn't be concerned unless you plan to leave it outside during a Siberian winter night. If your computer stays inside, it should not freeze.

The higher the surrounding temperature, the hotter the CPU will become. The lower the surrounding temperature, the cooler the CPU will be. However, what temperature would be needed for the liquid cooler to freeze?
