i was considering upgrading the cpu but first checked if my existing system could handle decent overclocking. my current configuration includes an intel core i5-7600k, gigabyte ga-z270m-d3h, asus geforce gtx 1060 with 6gb ram, cooler master kylare hyper 212 evo, and a 750w psu. would this setup allow me to overclock, and by how much?

you have an inteL "K" processor on a Z270 board, definitely attempt overclocking… let's see what you achieve, but remember that the turbo mode is currently at 4.2GHZ. aiming for 4.4GHZ and above (multiplier options x44, 45, 46, 47, 48, 49, 50 or more?) will be considered overclocking. The exact target depends on the cooler, though a 212 evo isn't ideal for boosting the CPU, but it should reach around 4.5GHZ.
