Marcel4761 shared a link via PM. The file was downloaded from the US site and saved to Google Drive. They received the same message and confirmed they removed the file. They asked if the installation was done as an administrator and suggested trying Safe Mode.

Got it. I deleted the file, by the way.
Are you installing with administrator privileges? Have you attempted installation in Safe Mode?
I tried it in Safe Mode and encountered this error: 0x80070641
