The sole explanation I have at hand is that it is searching for the .NET Framework and you are lacking one or more parts of it. That should be covered with Windows 10. When it requests a CD, it ought to offer additional details about a file it is trying to locate or something comparable. Could you supply this extra information?

It is requesting that file, which is the one you are using to run the program. If you choose this file, it may indicate a possible corruption. You might want to clear your cache and try downloading it once more.

The request is for that specific file, which is the one you're using to run it. If you choose this file, what will happen? It seems like the download could be damaged. You've downloaded it several times, but clearing your cache didn't fix the issue and the file isn't available.
