This situation is really troubling. About half of the cores on my 5950x are stuck at 571mhz with no PBO. The temperatures are extremely low, and the power plan is set for performance. BIOS only has DOCP turned on as a non-default option. Even after running the full-core test in cinebench, they didn’t move. It feels like the system is intentionally lagging just while I type this.

Is your system in standby mode often? The 3700x tends to enter this state after waking, and the best solution is either a reboot or adjusting the power settings.

In short, it doesn't affect your core performance—just disregard it.

I also fell asleep last night. I woke it up quickly for shutdown, and a restart helped. Still a bit worrying. Lots of similarities to the problem I saw here with a 3900x. https://community.amd.com/t5/processors/...td-p/81121

If that frequency is the lowest P-State while idle/gated, it's acceptable. That's typical. Your screen capture labeled "Perf" doesn't always reflect the real core frequencies. You can review the Windows power profile and adjust it to performance mode, or try Ryzen Balanced. To locate the CPU P-states, open CPU-Z, go to the About tab in the top right, and click Save Report (TXT). Then open the TXT file and scroll through the P-states. Would you like me to paste the CPU P-states here for this discussion?

This might seem like a simple question, but have you installed the newest AMD chipset drivers? Are you running the AMD Ryzen Power Plan or the one bundled with Windows? I recommend using Ryzen Master to keep an eye on clocks, since other third-party tools could give inaccurate readings (that's what ShrimpBrime is suggesting).
