Level 2 cache refers to the bigger portion of RAM built into the CPU, which I refer to as RAM because it functions similarly but is significantly quicker yet more costly per MB. Level 1 cache is quicker but has a smaller size compared to level 2. Therefore, there will be more level 2 cache available. In essence, it provides additional memory for the CPU, though it's integrated within it. Having more cache generally improves performance (even at higher levels like level 3), as demonstrated by the 7000X3D CPUs which excel in gaming.

Based on the frequencies, I'm going to guess this is an Intel Celeron N2840: https://www.intel.com/content/www/us/en/...tions.html This is a very low end mobile CPU, meaning it's performance is crap by today's standards (to be fair, it's performance was crap when it was first released also…). Otherwise, there is no sensible performance information to be gleaned from looking at raw numbers. If you are comparing two CPUs in the same generation, the one with higher frequency will generally be faster. The one with more cache can be faster, but it is situational (depends on how much a specific program benefits from more cache). When comparing cross generations, you can't go by specs alone. You can make some educated guesses, but when it comes to nuances like higher frequency vs slightly more cache, you really need to run benchmarks.
