Hey, your system runs a 780 Ti with 1920x1080 resolution. You're experiencing core downclocking issues and the GPU isn't utilizing fully, resulting in inconsistent frame rates around 60-30fps. The optimization has taken a big hit lately, especially with GHOSTS... I ended up using GHOSTS. A 780Ti should work fine for your game without too many issues.

Switched it off and it reached 125 frames per second cool!
